
Minor Work Permits

Who needs a work permit?
Minors under the age of 16 are required to obtain a work permit before beginning employment, unless the job is specifically exempt under the Illinois Child Labor Law. The Regional Office of Education #4 (ROE4) issues permits to eligible minors who reside in Boone and Winnebago Counties and meet all requirements outlined in Section 12 of the Illinois Child Labor Law.
Permits must be renewed annually, and a new permit is required for each new employer.
Eligibility & Restrictions
To receive a work permit, minors must submit documentation to ROE4 showing that they are physically able and academically eligible to work. Minors are prohibited from working in hazardous occupations, jobs that involve interstate commerce (except in office roles), or any employment that could endanger their health, safety, or well-being.
Work Hour Restrictions
While school is in session:

Up to 3 hours per school day (combined school + work hours not to exceed 8)

Up to 24 hours per school week

Up to 8 hours per non-school day

Between 7:00 AM – 7:00 PM

Until 9:00 PM between June 1 and Labor Day
While school is not in session or during non-school days:

No more than 6 consecutive working days

Up to 48 hours per week

No later than 9:00 PM (June 1 through Labor Day only)
How to apply for a permit
Both the minor and a parent or guardian must visit the ROE4 office in person to complete the application. You may pick up forms at our office or download and complete them in advance.
All documentation listed below must be brought to your appointment:

Application for Employment Certificate & Employer’s Statement
Employer’s Statement must be completed by employer and must describe specific nature of work, hours, and day(s) minor is to work

Evidence of Age
Birth certificate, baptismal certificate, or other proof of age

Certificate of Physical Fitness
Must be completed by doctor stating student is physically able to work; physical examination must have been completed within the past year

Parent/Guardian Approval Form

Parent/Guardian Photo ID

Minor’s Social Security Card

Principal’s Statement to Issuing Officer*
*Required only during the school year

Proof of Coogan Account*
*Only applicable if the minor is employed in artistic or creative services, such as acting or modeling; proof of established Coogan Account can be obtained at any bank or financial institution
