About ROE4

Who We Are

The Boone-Winnebago Regional Office of Education #4 (ROE4) serves as a vital hub of educational support for Boone and Winnebago Counties. Led by Regional Superintendent Scott Bloomquist and Assistant Regional Superintendent Allison Pierson, we work both behind the scenes and alongside schools to ensure educators, students, and families have the tools they need to succeed.

Regional Offices of Education are essential support partners to the Illinois State Board of Education and local school districts. The Regional Superintendent of Schools is not only the chief administrative officer of a Regional Office of Education, but also the only elected education professional in Illinois. Acting as an intermediate agency between the state and local districts, ROEs carry out important regulatory functions as directed by the Illinois School Code—while also delivering the direct support, services, and resources that schools and communities rely on every day.

Scott Bloomquist

Regional Superintendent

Scott is an experienced educational leader with a background as a district superintendent, principal, and curriculum director. He is a certified coach and national presenter on school safety, culture, and climate. Before becoming Regional Superintendent of ROE4, Scott rose from a part-time bus driver to public school superintendent in just 13 years, demonstrating his dedication to education and leadership.

Assistant Superintendent

Allison is an educational leader with a background as a Speech-Language Pathologist, Special Education Supervisor, and Director of Student Services. As Assistant Regional Superintendent of ROE4, she supports departments in driving systematic change for districts and schools, while also serving on statewide committees focused on student support and professional learning.
