Overview

ROE4 helps school leaders maintain safe, student-ready learning environments. Our team conducts annual state-mandated inspections of Boone and Winnebago County schools to ensure compliance with Illinois Health, Life Safety, and regulatory requirements.

We provide guidance and support on facility safety, school operations, and mandated reporting. In addition, we:

  • Assist with the resurvey of all public school buildings (required every 10 years by state-certified architects)

  • Review construction and remodeling plans

  • Issue building and occupancy permits for public school facilities

When a building permit is required

You must complete and submit a Building Permit Application to the ROE4 office if your project meets any of the following:

1. Projects of $50,000 or more

Includes any construction-related work such as reconstruction, major alteration, repair, remodeling, renovation, or change in use.

2. Projects under $50,000 that involve:

  • A change in size, type, or extent of an existing facility

  • Cutting/removal of any wall, partition, or structural beam

  • Removal or change of a required exit

  • Rearranging parts affecting exit requirements

  • Alteration, replacement, or relocation of standpipes, drains, gas, water, sewer, or ventilation piping

  • Electrical wiring

  • Mechanical systems or other required building systems

A permit is required for all “like activity” related to school construction under 23 Illinois Administrative Code Part 180.

Minor repairs (as defined by Part 180.200 of the School Code) do not require permits, unless they involve one of the conditions listed below:

  • Cutting away of any wall, partition, or portion thereof

  • Cutting or removal of a structural beam or load-bearing support

  • Removal of or change in a required means of egress

  • Rearrangement of parts affecting exit requirements

  • Addition to, alteration of, replacement, or relocation of any standpipe, drain leader, or gas, soil, waste, water supply, sewer drainage, vent or similar piping

  • Electrical wiring

  • Mechanical 

  • Other required building system

How to apply for a Building Permit


Permit applications are managed through the Kane County ROE system. The steps vary depending on whether you’re a school district or a design professional firm.

Log in to the Kane County ROE system.

Link each of your schools to the correct Design Professional Firms.

Add additional district users who should have access (optional).

If You're a Professional Design Firm


1. Confirm that the school district has created your account.

2. Log in to the Kane County ROE system.

3. Update your firm’s contact information.
Some of the information will already have been filled in by the district when they created your account.

4. Update your profile with your license information.
You’ll need to complete this step in order to activate your account as a Design Professional.

5. Add any additional firm users who should have access to the system (optional).
